Er... 16x9 PAL is still 720x576, it's just that the pixels are less square. You're right that 720x405 will fit (and is indeed a decent approximation), but you are losing vertical resolution if you use that res.
Photoshop CS and CS2, incidentally, will handle the aspect ratio changes. Finally!

Yes, it's more to do with me working out the sizes I need when compressing stuff than actual resolution.
I've really got no idea about television/video resolutions. What's all the talk about lines? Where can I go for a really simple explanation?
